General Company Information


Cathcart Contracting Company was founded by John Cathcart in 1991. Since that time, the company has grown to its current size, handling tens of million of dollars in construction services.

Cathcart's initial expertise was in telecommunications infrastructure development for clients such as Time Warner Communications (Bright House), State of Florida Joint Task Force (under DMS), Polk County, Alltel Cellular, Nextel, Bright Star Communications, QWEST, OPM-USA, Motorola, and American Tower. Hundreds of projects have been completed for national companies both public and private.  Cathcart's portfolio consists of design-build as well as competitively bid projects including: radio towers, equipment buildings, towers for the 800 megahertz state-owned emergency management radio system and earth stations and buildings used for points of presence and re-generation sites for fiber optic networks.  As the massive build-out of telecommunications infrastructure was coming to an end of its construction phase, Cathcart transitioned from telecom construction to government contracting.  Today, in addition to serving the communications industry, Cathcart also provides construction services including design and installation of water and sewer infrastructure, storm water improvements, re-use systems, utilities, large drainage structures, drainage filtration systems, drain wells, parks, rail to trail projects, complex roadway and intersection improvements as well as site work ranging in size from $2 million to $20 million. 

Inviting Complexity

In addition, Cathcart builds a variety of other projects that "fit" well within the expertise and skills of our employees. Cathcart completes projects for local municipalities, county governments, state government, as well as private companies throughout Florida.  Cathcart prefers to build the most complicated and difficult projects in each of the above areas because the company’s management team members are the highest skilled professionals in the marketplace and their expertise and cost simply cannot  be justified by anything but the most complex work available.

Cathcart Contracting Company strives to increase the quality of life of our customers, our employees, our subcontractors and suppliers, as well as our other stakeholders. We seek to accomplish this by constructing quality projects on time, on budget, and with the greatest attention to workplace safety.



Our Objectives

Our first, and most important, objective is to provide a safe workplace. It is our policy to maintain our job sites in a way that optimizes workplace safety for employees as well as for the general public. The objective is to completely eliminate all accidents involving injury or death. We remain in full compliance with all OSHA standards applicable to our work. We strictly adhere to the specifications provided by the owner of the project as they relate to maintaining a project which protects members of the public from injury or death. In addition, every effort is made by every member of the workforce, at every tier, to prevent unsafe situations on our job sites. It is our policy to completely eliminate unnecessary damage to the property and facilities belonging to the owner of the project as well as to third parties.

High quality construction is our second objective. It is our policy to meet the specifications of the contract with the owner of each project we undertake. Where no specifications are provided by the owner, it is our policy to use the best practices and procedures to complete our work in accordance with industry standards. We meet the specifications of the owner without the need for the owner's representative to generate lengthy punch lists. The goal is to have no punch list at the end of a project.

It is our policy to complete all projects on time. Additionally, where the contract identifies milestone completion dates, Cathcart meets or exceeds all requirements with no milestone deadlines being missed.

Cathcart's fourth objective is to give the utmost consideration to the owner's budget. Cathcart managers work to help the owner meet their budget requirements by finding reasonable solutions to budget challenges through value engineering. It is our policy to complete all of our projects at or below Cathcart's cost budget. By setting the budget, diligently monitoring the actual costs, and identifying budget variances early in the construction process, Cathcart's management team finds solutions to potential cost overruns before they become reality and effect the entire budget. Doing so helps enable Cathcart to manage its projects efficiently so that owners can be assured they will never be assigned unwarranted change orders.



Our Work

Cathcart performs work on job sites ranging from clearing to installation of underground utilities to paving. All parts of a job can be completed by Cathcart, which is both a certified general contractor and underground utilities contractor.
